DASU demands judicial inquiry on Pertin’s death case

ITANAGAR, Aug 2: Dibang Adi Students’ Union (DASU) informed that the decomposed death body of missing person Nong Pertin of Gamgu village (Meka), Lower Dibang Valley was found near Bhismaknagar on July 31 last.

Suspecting the incident as a murder case, the union appealed to the District Administration to initiate stern action against the offender/s and book the culprit/s if any under appropriate section of law.

It also urged the concerned district authority to set-up judicial inquiry at the earliest and give justice to victim’s family members.

The union also said that such frequent incident has created a fear psychosis and insecurity in the district. The district administration needs to establish peace and healthy atmosphere in the district, it added.

 

AdiSU Lohit seeks CO office at Jaipur village

ITANAGAR, Aug 2: The Adi Students’ Union, Lohit district unit has appealed for establishment of a Circle Office at Jaipur village under Namsai-Sub-Division.

In its letter addressed to the chief minister, saying that the area consisting of 16 villages face lots of problem being far away from Namsai ADC office.

The association on December 23 last year had submitted a memorandum to the chief secretary along with the GBs, ASM and GPC seeking establishment of a Circle Office at Jaipur village.

 

Tai Nikio chosen for award

ITANAGAR, Aug 2: Executive Engineer, Sangram Division, PWD, Tai Nikio has been chosen for Bharat Jyoti Award along with a certificate of excellence. The award is being conferred by India International Friendship Society, New Delhi on September 4 next.

The award is awarded to those specializing in various fields like science and technology, education, industry, fine arts, politics and social works in lieu of yeoman services rendered in their respective fields.

 

ASCWS annual conference

ITANAGAR, Aug 2: Annual Conference of Apatani Socio-Cultural Welfare Society (ASCWS), Itanagar was held at Dree Ground, Papu Nalah, Naharlagun today.

The meeting discussed various issues pertaining Apatani community, particularly for promotion of social harmony, unity and better understanding among various communities of the state.

The meeting was chaired by Mihin Kaning and attended by senior officers, public leaders and other prominent social workers of Apatani community residing in the Capital Complex.

 

Remons FC beat Mukum Mapa FC 3-2

ITANAGAR, Aug 2: Sanglo Putung & Dokoso FC vs BN Complex FC played out a 1-1 draw in the 9 Warriors 10th Independence Running Football Trophy Tournament at KV No 2 playground near here today.

Sang Koli scored the first goal for BN Complex in 8 minutes which was equalized Sanglo Putung and Dokoso FC through a goal from Nabam Nama in 68th minutes.

Mukum Mapa FC lost 2-3 to Remons FC in the second match of the day.

Imo Lona gave the first goal for Mukum Mapa via penalty in 12 minutes and Keni Ngucho doubled the lead in 39th minutes.

However, Remons FC came back strongly in the second half and scored three goals to snatch victory.

Kago Nipa scored the first goal for Remons FC via penalty kick in 71st minutes before Gyamar Nungna scored the equalizing goal in 75th minutes. Beckham Viskarma scored winner in 82nd minutes.

A total six matches will be played tomorrow from 8 am to 4:15 pm. The first match will be held between Chimpu Sporting Club and New Young FC while the last match will be played between Sartam Brothers FC vs Govt. Sec. School Chimpu.  

 

Global Moth Week and Global Tiger Day celebrated

ITANAGAR, Aug 2: A week-long awareness cum training program was conducted along with Global Moth Week and Global Tiger Day celebration at Seijosa and Tippi Wildlife ranges of Pakke Tiger Reserve. The Global Moth Week was celebrated from July 26 to August one while Global Tiger Day was celebrated on July 29.

The objective of the training program was to generate awareness among the forest staff, school teachers and school children about Pakke’s biodiversity and its importance in maintaining a balanced ecosystem.

The participants were trained by experts from their respective fields like Gerry Martin on snake identification, snake bites and first-aid of snake bites; Sanjay Sondhi on identification of moths and butterflies of Pakke Tiger Reserve and their role in ecosystem. Chandni Chhabra, an environmental educationist, conducted various interactive games for the participants.

The participants were awarded with certificates and T-shirts by Tana Tapi, Divisional Forest Officer of Pakke Tiger Reserve.

The programme was conducted in collaboration with NGO’s like The Gerry Martin Project, Titli Trust, Leaps & Bounds, Ecosystem India and Wildlife Trust of India, informed Kime Rambia, Range Forest Officer, Wildlife Range Tippi, Pakke Tiger Reserve.

 

Banggo United trounce Dadi Boté

ITANAGAR, Aug 2: Banggo United FC straightforwardly trounced Dadi Boté United Football Club by 5-0 in the first match of the 2nd day of the 2nd Itanagar Solung Festival Football Tournament today.

Onik Moyong and Kaling Tayeng of Banggo UFC scored each in 3.35 and 3.39 minutes and the rest three goals were netted by Kaling Tatin.

In the 2nd match Nombo Tali scored two goals and D Taga also scored one goal for Golgí Boté FC while Raja Gammeng of ABK FC scored one goal.

Tomorrow, Kiyi Bogyi FC will play against Nulu Nubu FC at 2.30 pm and in the 2nd match Ramgeng FC will meet Mébobian FC at 4 pm at RGGP College play ground, Itanagar.

 

AOL provides solar lamps to villagers

ITANAGAR, Aug 2: Art of Living (AoL) under its Sri Sri Rural Development Program distributed solar lamps to 23 households of Tilangkyong village, popularly known as Tumba in Wakro circle of Lohit district yesterday.

The items were distributed to the selected families by Gotitun Krisikro, the founder patron of Anu Shiksha Seva Trust (ASSET).

Deepak Sharma, Trustee Sri Sri Rural Development Program informed that the Solar Lamps by the reputed Schneider Electric is one of the best solar lamps with dimming options of low, medium and high. The package content includes LED lamp with advanced technology Lithium Ferro-Phosphate battery that lasts for five years in normal conditions. This zero maintenance solar lamp is strong and sturdy and ideal for rural use, added Sharma.

Later, the beneficiaries were demonstrated on maintenance and ways to use the solar lamps.

The GB of the village thanked AoL for providing the lamps to the needy villagers.

Power supply is still a distant dream for the Tumba villagers established more than three decades ago. The village is inaccessible during monsoons due to flash floods in Procy nullah and the turbulent Kamphai river. Education and health care are not in a desirable shape due to the remoteness of the village.

 

Legal awareness camp

ITANAGAR, Aug 2: Continuing its efforts to create awareness among students about their legal rights and duties, the Arunachal Pradesh State Legal Services Authority conducted a one day legal awareness programme for the students of classes 9-12 under State Plan of Action of 2014-2015 at KV No 2 here today.

Around 250 students and the teaching staff attended the programme.

During the programme, talks on legal aid, availability of various legal services schemes, AP Victim Compensation Scheme 2011, child trafficking and human rights, fundamental duties and national integration were delivered by Budi Habung, District & Session Judge cum Member Secretary, State Legal Services Authority, Dani Delo, OSD, Jumgam Jini, Sunil Mow and Deepa Yoka, advocates.

 

Societies felicitate excellent students

ITANAGAR, Aug 2: The Abu Taling Welfare Society, Biri Welfare Society and Akha Tulu Welfare Society Capital Complex have felicitated meritorious students belonging to their societies at three different functions today. The meritorious students felicitated were from class X and Class XII of arts, commerce and science streams respectively. Drugs abuse awareness programme

ITANAGAR, Aug 2: An awareness programme highlighting the ill effects of use of drugs, consumption of tobaccos and alcohol was organized for the students of class seven to eleven at Good Shephered Public School today.

The resource persons were none other than Senior Medical Officer Dr. Jego Ori of Arunachal State Hospital and All India Mahila Congress General Secretary Jarjum Ete.

Dr. Jego elaborately enlightened the students and teachers with an effective PowerPoint presentation which indeed opened the eyes and minds of all to the unfortunate and painful reality that is infesting our society particularly the younger generation due to the use of tobacco, alcohol and drugs. He encouraged the students to be free from the evil habits and become agents of spreading the awareness to their loved ones and the society at large.

Jarjum Ete took the whole audience into a spell-binding attention by her motivational talk on the role of students in the present scenario of our society and the future with special emphasis on the same subject. She further added that education is not merely about being well versed academically but becoming good moral human beings. She exhorted the listening to be updated with the changing time and to stand up for what is right no matter what.

The chairperson of the school Dr. Reena Tok expressed gratitude to the two resource persons on the behalf of the entire Good Shepherd family for their soul touching endeavours.

 

FLCC camp organised at tezu

ITANAGA, Aug 02: State Bank of India, Tezu branch in association with local NGO Amik Matai Society organized financial literacy and credit counselling camp (FLCC) at Duraliang village under Tezu block of Lohit District today. About 100 villagers attended the Camp.

Bimalendo Dhar, Chief Manager of SBI, Tezu branch dwelt in length about the various banking schemes available in the branch to enhance rural development through credit and other facilities. He was assisted by N. Kachari, Senior Assistant of the Lead Bank Office, Tezu.

Bomgalu Drai and Songeolo Ekai, Project Coordinators of Amik Matai Society explained the villagers about the need for formation of SHGs and farmers club and the role of banks and Govt. Schemes to uplift their livelihood.

Munimso Bellai, GB of Duraliang appreciated the joint initiative of the Bank and the NGO and requested them to organise such camps in different villages of Tezu and Sunpura blocks also to create financial literacy among the people.

 

Fogging operation conducted at Deomali

KHONSA, Aug 02: District Health Society Tirap conducted fogging operation at Narrottam Nagar near Deomali town today.

Meanwhile, responding to some public queries, DMO Khonsa Dr  K Perme stated that last year on July 27 a case of Japanese encephalitis was detected from Deomali town at National Network of Laboratory AMCH Dibrugarh. The exercise was carried out as a precautionary measure to thwart the Japanese Encephalitis outbreak in the area.

He informed that chemical vector control measures are not a permanent solution; he suggested that personnel protection measures like use of repellents and mosquito nets are more effective. The operation will continue tomorrow at Deomali town and Namsangmukh area.

 

DC inspects Seppa district hospital

SEPPA, Aug 2: Deputy Commissioner Sandeep Kumar Singh inspected all the wards, new OPD building under constructions and the boundary of the District  Hospital, Seppa today.

Singh while interacting with the Doctors lauded them of the proper management of the Hospital in spite of all odds like encroachment problems, shortages of medicines etc.

Taking note of the problems raised by DMO, Seppa, he assured for early demarcation of the Hospital premises and erecting of chain wall, repairing of off-road Ambulances and also land for mortuary. He asked DMO to submit innovative proposal for improvement of the Hospital.

In a move to prevent spread of Japanese Encephalitis (JE), he directed that rearing of piggeries and selling meat within Seppa town be banned henceforth till further order and also ban on selling of poultry. Massive awareness campaign shall be launched about the JE in the Dist, he added.

Dr. Nyage Geiyi, DMO while briefing about the problems face by District Hospital Seppa said that the duration for expiry of medicine should be at least for a year to do away with the shortages of medicines, DIPRO

 

Blood donation camp by Vivekananda Yuva Shakti

ITANAGAR, Aug 2: In its continuing efforts to save human lives, the Vivekananda Yuva Shakti yet again organized a blood donation camp in association with the church members of Capital Christian Revival Church, Akashdeep, here under the aegis of Blood Transfusion Service of Arunachal Pradesh States Aids Control Society (APSACS).

63 units of blood were collected where female donors outnumbered the male donors. The blood collected has been kept at Blood Bank, Arunachal State Hospital for distribution to needy patients.

A huge number of enthusiastic donors of age between 18-65 years, particularly from the women, youth group and Church Committee came forward to donate blood.

Reverend Pastor Marshal Leye also donated blood as a gesture to encourage his fellow church followers to donate blood. This is the first time in the state that an outdoor blood donation camp was organized at church premises.

The blood donation camp was preceded by a small formal function. A group prayer was organized by the followers of the church. APSACS Deputy Director (BTS) Dr. N Budh, Dy.Director spoke briefly about the importance of voluntary blood donation and organization of such camps.

Ramesh Jeke, Chairman, Vivekananda Yuva Shakti also spoke on the occasion highlighting the importance of the organization of such camps.

He thanked the Reverend Pastor Marshal Leye, Church Secretary, Biri Saan and Church Committee of Christian Revival Church    for their noble gesture to conduct blood donation camp and their promise to organize more such camps in the near future.

The medical team was headed by Dr. P. Sona, Medical Officer, ASH, Naharlagun and officials from BTS Dr. Pakba Ringu, Dy. Director, SBTC and  Dony Taying, Consultant(VBD).

The whole programme was coordinated by the members of the Vivekananda Yuva Shakti with the medical team.

More than 42 lakhs looted from RGU’s Vijaya Bank, cashier shot

ITANAGAR, Aug 2: In a broad day light robbery inside the Rajiv Gandhi University campus, Rono Hills, the robbers have reportedly looted Rs 42,15,980 from Vijaya Bank and shot cashier Joydeep Chatterjee today.  Injured cashier was immediately shifted to Arunachal Pradesh State Hospital Naharlagun, informed Doimukh police.

It further informed that three/four suspected masked robbers came on motorcycle and got inside the bank when bank staffs were busy in normal business around 11:40 am. They looted the amount and fled from the scene.

Two motorcycle used by robbers were recovered by the police from RGU premise.  Both the bikes were stolen from Yupia day before yesterday, according to police.

Officer in-charge Doimukh PS Padi Payang said that extensive search operation is on to nab the robbers and all out-lets have been blocked in order to zero down on the robbers. A case No 33/14 U/S 448/307/326/394/34 IPC r/w  section 25 B/27 Arms Act has been registered with Doimukh police station.

The broad day light robbery at the premier institution has exposed the very serious security lapses in the premise.

A source informed that security arrangement at the RGU campus is very poor. Even the security personnel deployed in RGU entry gate are not checking vehicles properly. Surprisingly no guards are found during night hours at the RGU campus, source added.

 

 

Dept of Hydro power scripts its own rules, incur huge losses

ITANAGAR, Aug 2: The Department of Hydro Power Development  which was created in 2003 with a view to develop, operate micro, mini and small hydro power projects have seemed to terribly failed the state, according to CAG  report which was made public recently.

Failure of the Department to conduct proper survey and investigation in respect of 13 hydel projects resulted in an unfruitful expenditure of Rs. 44.32 crore.

Shockingly, the viability of projects was established on hydrological data for one to two months instead of requisite detailed data for a minimum period of three years. These projects became non/less operative due to less discharge of water after these projects commissioned indicating faulty planning due to reliance on insufficient hydrological data. The government explanation was that due to sudden announcement of Prime Minister’s economic package in 2008-09 for development of micro-mini/small hydro power projects required hydrological survey of source stream for 12 projects could not be carried out. In spite of the fact that hydrological survey is one of the critical aspects for establishing the viability of the hydel project, the department had not adhered even to its own practice of carrying out hydrological surveys for full two years.

On the other hand, the works done through work orders, without ensuring economy and quality of works done, were very high and constituted 32.30 per cent of the total works executed.

During the period of 2008-09 and 2012-13, the department carried out civil works valuing Rs 165.78 cr in respect of 38 projects without following any tendering procedures. The work was executed by issuing work orders without any technical sanction and calling for open tenders. The value of works executed without tendering procedures and ensuring technical approvals was very high and ranged between Rs 0.43 crore for Chu Nallah MHS project and Rs 15.87 cr for Pagu SHP project.

Meanwhile, even though turnkey contractors had delayed the completion of 32 projects by 8 to 53 months as of August 2013, the Department did not levy Liquidated Damages amounting to Rs 17.09 crore.

Delay in completion of Halaipani Small Hydroelectric Project due to frequent changes in installed capacity rendered the expenditure of Rs. 109.56 crore (Civil Works – Rs. 74.31 crore and E&M Works – Rs. 35.25 crore) unproductive even after 16 years from the first Administrative Approval for the project. Moreover, the 111 targeted villages were also deprived of the intended benefits of this small hydel project.

The order for supply of E&M equipments valued at Rs 8.99 crore was prematurely placed on the contractor as the civil works at site were not completed. Due to this, the E&M equipment remained idle for 16 years, after which it became unusable due to deterioration, rust, wear and tear resulting in loss of Rs 8.99 crore to the Department. Further the department released interests free Mobilisation Advance (MA) of Rs 52.27 crore to the contractors in nine projects in contravention to the laid down manuals. In spite of allowing interest free MA to contractors, the works were not completed within the scheduled time period and Rs 16.57 cr was yet to be adjusted from the contractors bills as of August 2013. The non adherence to the CPWD provisions, by allowing interest free MA to the contractors had resulted in extension of undue benefit to the contractors in the form of MA amounting to Rs 10.04 cr. The department had also not secured the MA fully as the bank guarantees were either not taken or had lapsed in respect of seven cases. The govt in Nov 2013 stated that MA were paid as per terms and conditions of the agreement and payment of MA has been discontinued in the state.

The end result is that there have not only been huge financial losses and violations of rules, hydro power capacity of the department has decreased from 82.25 in 2008-9 to 77.81 in 2012-2013.

 

 

Pul conducts announced visit, finds expired medicines in Govt dispensary

ITANAGAR, Aug 02: Expired medicines are very often supplied by the health department as was proved right when Health & Family Welfare Minister Kalikho Pul himself found Lox2% (Xylocaine, local anaesthesia with expiry date 11.03.2014 and sterile water for injections IP with expiry date Jun 2013 from Govt Itafort dispensary here during a surprise visit on Thursday last.

He was aghast to see that there was not a single drop of water while the wash basin had no water connection in the entire dispensary having 11 doctors, including four dentists. This was the fourth visit and Pul had found none during his earlier two visits. On third visit, he found only chowkidar and served the notice. He felt that the department should not be pressurized to take action against those indulging in dereliction of duty.

Treating the patients was next to impossible without water for which the patients buy mineral water from the market for their treatment, the doctors informed.

The department supplies hardly few categories of medicines and cotton but no surgical hand globes, disposal syringe and live saving drugs.

Patients to get reprieve join hands to purchase local anaesthesia and haemostat 250/500 mg (used for stopping bleeding) from the market which clearly reflects the poor state of health services in the state.

Doctors use personal BP instrument, widal test regiments kit, haemoglobinometer, blood sugar testing kit etc, which should have been supplied by the department.

If this is the state of affairs in a dispensary in the heart of state capital, Pul wondered what would be the status of health centres in far-flung and remote areas.

On being reminded that health was the top priority sector of the state government, Pul assured all possible endeavours to bring the required change.

However, on learning that the dispensary was functioning under the Arunachal State Hospital, Naharlagun, he assured to make it independent. However, PH&WS chief engineer at the request of the minister assured to provide water supply soon.

While interacting with the doctors and nurses and other staffs, Pul assured them all support, but sought their committed service throughout the state.

 

 

Govt committed to rationalize transfer and posting of teachers: Minister

ITANAGAR, Aug 2: In furtherance to the joint coordination meeting held on June 20 last, another coordination meeting of SSA, RMSA, Elementary and School Education with all the DDSEs of the districts was conducted at Banquet Hall here yesterday.

The meeting was convened by Education Minister Tapang Taloh to know the first hand information of the functioning of education department at districts including the status of surplus teachers and shortfall in the respective districts. Parliamentary secretary, education, Bamang Felix, Education Secretary R K Mishra, Director School Education, Director Elementary Education, State Project Director (SSA), DDSEs of 17 districts, state and district level functionaries attended the meeting.

Addressing the participants in the meeting, Education Minister Tapang Talo said that the education department needs good governance by  all functionaries especially the DDSEs of the state. He informed the house that the government is committed to rationalize the transfer and posting of all categories of teachers through single window transfer and posting system to be adopted by government after all the schools would be equipped with the sufficient numbers of teachers.

Admitting that his department is facing multiple challenges, the minister, however, hoped that with sustained efforts the good results could be achieved. “Success can only be achieved by making right approach at the right time,” the minister said and expressed hope that by withdrawing the surplus teachers from the districts the problems of education would be substantially reduced.  

After giving a patient hearing, the Minister also suggested the ways and means to overcome problems and issues raised by the DDSEs of the districts.

While addressing the meeting the parliamentary secretary (Education) apprised the house about the zero tolerance policy adopted by the government in the education sector and called for implementing the policies and programmes of the government by all the stakeholders of the education department. He also instructed all the DDSEs to come up to expectation of the public, student and department. He also stressed the need of streamlining the Mid-Day-Meal scheme in the schools.

Education Secretary in his opening remarks has suggested  various measures that need to be taken at the districts by the District authority to uplift the educational scenario with use of technology, V-SAT connection in all district office. He further suggested  banning of mobile phones in the schools, constant encouragement to good performing teachers and students, monitoring of teacher and student attendance, identification and reporting of unauthorized and unregistered schools.

Further, he opined that appointment of DDSEs should be streamlined to have an effective and better administration at district level. To overcome and strengthening to the ailing schools in the district a power point presentation on “AERO” (Adopt, Exchange, Run and Own) was made by Secretary.

The Secretary, in his suggestion to DDSEs asked them to identify an ailing schools and introduce AERO on trial basis.

Director School Education shared the various issues of the secondary including RMSA and higher secondary level with the authority and DDSEs, while, Director Elementary Education has updated the status of text books. He requested the DDSEs to furnish the report & returns and quarterly progress report of MDM scheme in time.

State Project Director, SSA made request to the DDSEs to make fully functional to those Residential Schools which are either defunct or not functioning to its capacity. He further stressed on timely submission of QPR, QMT, Web Portal, procurement plan and authentic seniority list of SSA teachers.

The meeting followed by presentations from DDSEs of respective districts and detailed discussion on physical and financial status of all centrally sponsored schemes i.e., SSA, RMSA, MDM, SBM and Teacher Education was made.  Besides, the DDSEs highlighted the issues pertaining to their respective districts  including shortage of subject teachers specifically science and maths, non availability of teacher quarters, delay in release of teachers salary, inadequate supporting ministerial staff.

The meeting ended with the resolve that every official of education department is committed to overcome the problem and the state would certainly achieve the desired goals in the near future, according to an official release.  

 

 

Financial advisors seek Govt intervention

ITANAGAR, Aug 2: A group of financial advisors who counselled people invest in Genex Infra Project Limited, now defunct, has called on the Governor, the Chief Secretary and the DGP to intervene so that people who operated the company are held accountable. They said that investors are threatening the financial advisors with dire consequences if money that was invested in the company are not repaid to them at the earliest.

They further informed that only one person has been arrested so far. Tapan Dutta was arrested in May this year after an FIR was lodged in January at Aalo Police station. However charge sheet has not been filed.

On Monday, the period of 90 days stipulated for completion of investigation and filing of charge-sheet will end, a financial advisor informed. If he is let out on bail, entire investigation will derail, she said.

Some 6000 people across Arunachal Pradesh invested an estimated Rs 16 crore in the Kolkata based company between 2010-2013 which was being run by Tapan Dutta as CMD, Gaurav Arora as MD, Ratan Dey as Director, Paritosh Bhattacharya as North East Developer while the senior promoters were Kekop Tamut of Molom village, West Siang, Angko Modi of Ngorlung, East Siang, Arun Thapa and Shekar Chetry of Pasighat.

The company managed to dupe people enticing them with promises of returns as high as 400% for a ten years’ fixed deposit. There were total of 431 financial advisors, unaware of the scam, working for the company.

 

 

PPA bats for cabinet berth to elected leader from Patkai region

ITANAGAR, Aug 2: People’s Party of Arunachal (PPA) has strongly urged the Chief Minister Nabam Tuki to accommodate a representative from Patkai region in his ministry considering the backwardness of the region.

The region despite having a separate department of DOTC is suffering from extreme backwardness as compared to other districts and regions. The region has been suffering from chronic law and order problem as well as poor health and youth related issues like drug addiction and unemployment, party’s Working President Kahfa Bengia said in a release and strongly urged the Govt to give ministerial berth to a representative from the region to fulfill his commitment for balanced socio-economic and political development.  Party General Secretary cum Spokesman T Naksang urged the chief minister as well as the political leadership of Patkai region to build consensus over a leader who could be given the responsibility of a Cabinet Minister.

“Such a step would not only help strengthen the concept of inclusive growth but more importantly send a positive signal towards reducing the increasing sense of regional imbalance and alienation amongst the people of the region from the larger concept of one Arunachal and one democratic principle of equality and justice,” said Naksang.

 

 

Namsai could become next educational hub of state: CM

ITANAGAR, Aug 2: In what can be touted as his first district tour after taking over as Chief Minister of the state for the 2nd consecutive term, expectations rose high amongst the people of Namsai sub-division in Lohit district today. Everyone waited with bated breath to hear Chief Minister Nabam Tuki confirm the administrative approval for creation of Namsai district, which has already been passed by the State Legislative Assembly. What everyone missed was the fact that Tuki was in Namsai for altogether a different reason.

Besides taking stock of the progress of several projects in the sub-division Tuki today inaugurated the newest college of the state – Venerable Uktara Bethany College - which is all set to start its first academic session with 60 students as its first batch.

Basically a private college under the aegis of the Congregation of the Sisters of the Little Flower of Bethany, North East Province, with headquarters at Mangalore (India), it is being funded by the Bethany Educational Trust and Bethany Charitable Trust. “I am deeply moved by this novel initiative of the Bethany Congregation. On behalf of the people of Arunachal Pradesh in general and Namsai area in particular, I welcome you to my state and assure you the Government’s support in all your endeavours,” he said after inaugurating the college in a simple but impressive ceremony.

The college is established at Manmao near Namsai town on a vast plot of land donated by senior citizen and former MLA Chau Khouk Manpoong.

Tuki lauded charitable organizations including the Bethany Congregation for its latest venture in shouldering the responsibility of imparting quality education to youths of the state. He said that with NGOs with noble commitments spreading their wings of social activities in the state, the burden of government is being shared, for which the government will always remain grateful. While hailing the missionaries of church for rendering yeomen services in the field of education he also pointed that other organizations like the Vivekananda Kendra are equally contributing to the field and asserted that Government will always back such organizations in their endeavours.

On the request of local MLA Chow Zingnu Namchoom, Tuki assured cooperation for infrastructural development of the newest college of the state.

“With one university, two colleges, one polytechnic and a nursing school coming up, Namsai district can sure become the next educational hub of the state,” Tuki said hinting at announcement of the newest district of the state soon that erupted a round of applause from all those present.

Taking the cue he added, “Plans are afoot to announce the new district this Independence Day and we will inaugurate it sometime in September.”

Those who spoke on the occasion included Agriculture Minister Chowna Mein, Food & Civil Supply Minister Kamlung Mossang, local MLA Chow Zingnu Namchoom, MLA Honchum Ngandam, Bishop of Miao Diocese Rev George Pallipparambil, Secretary Bethany Educational Society Rose Celine, Principal Teresa Martis and others.

Earlier, Tuki visited the under-construction Government Polytechnic at Joipur and the Mini-Secretariat and the Mahabodhi Lord Buddha College.

 

 

BJP flays Cong. Govt. on Statehood Act

ITANAGAR, Aug 2: State Bharatiya Janata Party (BJP) has accused the successive Congress Governments in the state for failing to move the Centre for Constitutional Amendment of Arunachal Pradesh Statehood Act, 1986/87 with provision for special protection for the state.

Arunachal Pradesh attained Statehood along with Mizoram on February 20, 1987 but the latter was protected by Article 371(G) of the Constitution (53rd amendment) Act, 1986 but Arunachal Pradesh was not given the same provision.

Though the State Assembly had passed an amended resolution to urge the Centre to amend Article 371(H) of the Constitution to bring it at par with the provisions of Article 371(A) and 371 (G), the state government had failed to move the Centre to repeal the Article 371 (H) and put Arunachal Pradesh under special category status state under Article 371(A) and 371 (G) of the Constitution till date, BJP said in a release.

Special provisions have been made for the states of Nagaland and Mizoram through Article 371(A) and 371(G) by which no act of Parliament in respect of their religion or social practices, customary law and practices, administration of civil and criminal justice involving decisions according to their customary laws, ownership and transfer of land shall apply to the states unless the legislative assembly of the respective state by a resolution decides so.

It is unfortunate that the Chief Minister misled the State Assembly that the State Government had been sincerely and constantly pursuing the Centre to amend the Constitution and repeal the Art. 371(H) and put Arunachal Pradesh under the ambit of Article 371(A) and 371(G) since the state attained Statehood in 1987, lamented BJP.

“We should not just make rules, pass Bills and Acts but work on them sincerely. We must discard those rules and Acts imposed upon the innocent people of the state which does not suit them,” the party stated.

The party alleged that step motherly treatment was meted out to the people of Arunachal Pradesh by the Congress Government in the state during the enactment of 55th Constitutional Amendment granting Statehood to Arunachal Pradesh in 1986/1987. The Statehood Act was enacted without seeking consensus opinion from the all stockholders or suppressing them undemocratically. The people of the state would have gotten adequate Constitutional safeguards for all round development of the State along with resources management had the then Government carefully considered the wills and aspiration of the people of the State, the party said.

The party also alleged that the ruling Congress Government in the state did not make any effort to repeal the Article 371(H) during the last ten years of UPA Government in the Centre.

Governor of Arunachal Pradesh has been empowered with special responsibility for law and order through article 371(H).

 

 

SHECAP recommends establishment of two engineering, five model degree colleges in state

ITANAGAR, Aug 2: Rashtriya Ucchatar Sikshya Abhiyan (RUSA), flagship programme of GoI for higher education, gave momentous recommendations today that would bring a sea change in higher education.

The State Higher Education Council of Arunachal Pradesh (SHECAP), recently constituted by the GoAP, consisting of 18 members chaired by Minister Tapang Taloh, vice chairman Education Parliamentary Secretary Bamang Felix and member-secretary-cum-SPD higher education director Dr Joram Begi and members representing GoI, education experts from within and outside the state, held its first meeting today.

The SHECAP, the decision making body, recommended for establishment of two degree engineering colleges, five more model degree colleges including one for women (as announced by the chief minister in his Budget speech), upgradation of five existing colleges, namely JNC, Pasight, DNGC, Itanagar, IHGGC, Tezu, Govt College, Bomdila and DPGC, Kamki to model degree colleges besides infrastructure development of remaining existing colleges. It further recommended recruitment of faculty members, equity development for students of backward class, like SC and ST, quality improvement for the education system   within the 12th plan period.

It may be noted that RUSA will provide Rs 75.68 crore yearly which will include Rs 26 crore each for the establishment of each degree engineering college, Rs 12 crore each for new model degree college and Rs 4 crore each for upgradation of the existing colleges to model degree college status. This proposal will be subjected to approval of Project Approval Board of the RUSA Mission Authority of union HRD ministry.  

While the council lauded the chairman and vice chairman for their efforts for speedy implementation of RUSA, the chairman appreciated the hard work of the department for the achievement and hoped that RUSA would cater to the rising demand for higher education in the state through expansion and consolidating.

Expressing his happiness, Dr Begi said that 2014 would go down the history for a turnaround in higher education, being its golden jubilee year. State’s first degree college was set up in 1964.   

 

 

Arunachalees allowed to return from Tinsukia after 3-hour negotiations

ROING, Aug 2: Several Arunachalee passengers and visitors were left stranded today in Tinsukia, Assam for more than 10 hours as they were prevented from leaving the town by the protestors protesting the attack on a group of Assamese over a boundary dispute in Assam-Arunachal border.

A day earlier, a college student was assaulted by a mob at Chapakhowa in retaliation for the attack. This morning, several passengers leaving for Roing, Tezu and Namsai couldn't book their sumo and bus fare fearing safety of their lives.

Having left stranded in Tinsukia, they were even denied rooms in hotels. Those occupying the rooms were forced to vacate by some student activists, a source informed.

With no roof to cover for themselves, all the stranded passengers and visitors took refuge in a local police station, waiting to be rescued.

Responding to the situation, Tezu MLA Mohesh Chai, informed that the matter was discussed with the state home ministry and the police department. A request was made to take up the issue with the Assam counterpart for safety and security of all Arunachalee people stranded. He also issued helpline numbers for those stranded.

The Idu Mishmi Cultural and Literary Society (IMCLS) members met Roing Deputy Commissioner and Superintendent of Police to discuss on the situation and appealed for ensuring safety and security of all stranded.

Roing legislator Mutchu Mithi informed that vehicles were being arranged to rescue the passengers. Seven vehicles were arranged to ferry around 35 passengers stranded in Tinsukia from different parts of Arunachal from eastern districts, he informed.

Later in the afternoon, as the passengers were preparing to leave for Dirak Gate in Assam-Arunachal border in Lohit/Namsai district, several protestors blocked the road preventing them from leaving the town.

Sources revealed that the protestors were shouting anti-Arunachal slogans, and were demanding arrest of alleged person involved in the attack on Assamese people.

After almost three hours of talks between authorities in Assam and Arunachal through telephone, the protestors finally let the passengers leave the town under police security, the source informed.

 

 

Annual conference of Planning

Dept concludes

ITANAGAR, Aug 2: A four-day long annual conference of the Planning Department which started on July 29 last ended here yesterday. The Conference was attended by all the District Planning Officers, their technical staff besides all the officers and officials in the headquarters.

On the first day of the conference, the performances of the District Planning Units were reviewed. All the District Planning Officers gave power point presentations in respect of developmental perspective, ongoing projects, vision etc. in their respective districts. A training programme on Information & Communication Technology (ICT) and e-governance was organized on the next two days.

On the last day of the conference, a training programme on operationalization of MIS software on BADP was also imparted to the participants.

The Conference also dwelt upon various other issues like role of Planning Officers in the development process in the State and the corrective steps to be taken to ensure proper implementation including monitoring of various government sponsored schemes.

While appreciating the work being performed by the District Planning Officers under difficult conditions, the Secretary (Planning) urged upon the officers to work harder and bring more professionalism. The DPOs were also briefed about the vision of development of the government and they were asked to align their thoughts and activities accordingly so that the intended benefits of the government schemes percolates to the grass root level.

 

 

DDJAC serves 7 days ultimatum to GoAP, threatens democratic movement

ITANAGAR, Aug 2: Reiterating its demand for early establishment of Likabali as temporary headquarter and Sikirima as the permanent headquarter of Lower Siang district, the District Demand Joint Action Committee (DDJAC) - 28th Likabali and 36th Nari-Koyu (ST) Assembly Constituency has served seven days ultimatum to the state government, failing which it has threatened to go ahead with phase-wise democratic movement in all the Galo inhabited areas beginning from August 13 next with 24 hours bandh.

2nd phase agitation has been choked out as public boycott of Independence Day celebration on August 15 next, while 3rd phase is 36 hours bandh on August 19 and 20 August next.

Informing this in a press conference held at Press Club this afternoon, Chairman DDJAC, Sengo Taipodia questioned, “Longding district which was sanctioned at the same time with Lower Siang is functioning as a fully fledged district for past four years now. Why Lower Siang is still stuck with no decision on its temporary and permanent headquarters”?

Echoing similar concern, Galo Peoples’ Federation, President, Nyadaar Loya said, “even the much new Namsai district is being introduced this Independence Day. Why the state government is meting step motherly treatment to our demand?” “We have been struggling for so long but our begging have all been neglected. So this time, we are compelled to take this bold movement. But it is our humble request to the state government to please fulfill our genuine demand and do not force us to go ahead with our democratic movement,” Loya appealed.

Meanwhile, the Jigo Yego Students Union (JYSU) and Ramle Banggo Students Union (RBSU) have decided to support DDJAC in its democratic movement. Earlier, both the student unions had decided to go ahead with its democratic movement from August 8 but instead decided to comply with DDJAC and its movement from August 13 next, informed JYSU president Bomi Bam.

 

 

Meeting on prevention and control of vector borne diseases

PASIGHAT, Aug 2: A meeting on prevention and control of vector borne diseases was convened by the East Siang Deputy Commissioner in her conference hall today which was attended by the ZPC Kaling Dai, DMO Dr. D Bagra, Medical Officers of all PHCs and CHCs, HoDs and members of AdiSU.

Briefing on the issue, the Deputy Commissioner Nidhi Srivastava informed that she is personally monitoring the prevention and control measures regularly through periodic review meetings and consultations. According to her the diseases are greatly affected by socio-economic determinants and in turn causes of poverty and premature deaths, affect the development of an area. People’s behavioral change could help prevent and eliminate vector borne-diseases and the media could help bring about the behavioral change, she opined. The growing case of Japanese Encephalitis (JE) in the neighboring Jonai (Assam) has created a short of worries and panic in the minds of the people but DDT spraying and fogging are underway  and Rapid Respond Team is ready to combat any threat and High Priority Laboratory at Pasighat General Hospital is there to do the needful. Patients suffering from common fever in Jonai area are reporting to CHC Ruksin to avail medical treatment every day. Till date, out of 12 suspected, 2 cases have been found Japanese Encephalitis positive so far but shortly after detection it was controlled. One lady teacher of Seren who was staying at North Lakhimpur for a long, suspected to be a victim of JE is presently under medical treatment at Gauhati and the second victim of JE has been admitted in Dibrugarh, informed the DC.

While throwing light on JE vaccination, Srivastava stated that no vaccine will be effective during transmission season as it takes minimum one to two months to develop immunity to the virus and in outbreak season when the virus is virulent, these vaccines may not help and appealed the people not to panic much. The DC directed the health authority to issue advisories on proper maintenance of drainage system, sanitation and cleanliness around houses to control of vector borne diseases like Malaria, Dengue, Japanese Encephalitis etc.

ZPC Kaling Dai urged the DC to issue executive order so that piggeries and poultries could be isolated to contain spread of vector-borne diseases.

Earlier, DMO Bagra advised the participants to be hardworking, sincere and dedicated and serve the people with missionary zeal. He while elaborating on strategies for prevention and control which include early detection and prompt treatment, informed that he is personally visiting the border areas where chances are high and further assured to continue regular awareness programs to create public awareness on breeding sites of mosquitoes. He appealed the people to keep open all doors and windows during fogging operation and to use mosquito net. Dr. Bagra informed that necessary medicines like ORS+Zinc Sulfate etc to control diarrhoea has been provided to the hospital, all the health and Anganwadi Centers. The DMO apprised the house that Insurance official will revisit Pasighat General Hospital on Aug 5&6 and at Riga on Aug-8,9 & 10 next for photography under CM’s Health Insurance mission.

General Secretary, AdiSU, Obuk Gao demanded frequent fogging and availability of testing kits and medicines in CHC Ruksin and assured to cooperate the health officials during awareness programs and their services to the people.

Dr. Kaling Tatin (MD) through power-point presented brought clinical presentation and informed that Japanese encephalitis (JE) virus is a single-stranded RNA virus that transmitted to humans through the bite of an infected mosquito, primarily Culex species. The virus is maintained in an enzootic cycle between mosquitoes and amplifying vertebrate hosts, primarily pigs and wading birds and humans are incidental or dead-end hosts. Transmission is seasonal, usually peaks in summer. JE is a type of viral brain infection that is spread through mosquito bites, occurs primarily in rural areas where pigs are intensively raised, particularly in regions with rice production. In vertebrate hosts, like pigs and wading birds, the JE virus is amplified, although the virus does not cause illness in pigs. There is no specific treatment for Japanese encephalitis and treatment is supportive with assistance given for feeding, breathing or seizure control as required. JE vaccine is approved only for people 17 years of age and older, added Tatin.

Dr. Tarik Talom, District Surveillance Officer said Malaria morbidity and mortality are major public health concerns in the district and mostly rural people are often the worst sufferers. It is a difficult disease to control largely due to the highly adaptable nature of the vector but the department is tirelessly and effectively working in the field. Vector management tools such as insecticides, environmental modification, and bed nets have contributed greatly to successful malaria control efforts historically under vector management strategies to prevent parasite transmission (from humans to mosquitoes and mosquitoes to humans) and reduce the mosquito population. But to achieve sustainable control over malaria, healthcare professionals will need a combination of new approaches and tools, coordination from all concern and research will play a critical role in development of those next-generation strategies. Tolum calls for promotion and preservation of Nyishi language

ZIRO, Aug 2: Nyishi Elite Society (NES) President Bengia Tolum urged the members of Nyishi Teachers Forum (NTF) to give due importance on development of third language by emphasizing on promotion and preservation of Nyishi language especially for the Nyishi dominated areas.

While releasing the byelaws of the NTF in a meeting at circuit house here today, Tolum said that he would teach students for 2-3 days in particular schools, where the teachers find it difficult to teach. He also suggested NTF to introduce dress code for the teachers, particularly in Nyishi dominated districts.

While appreciating the constitution of the Forum which aims to work in the interest of the students as well as the society, he suggested them to modify some of the points given in the bye-law as and when necessary.

“It is easy to form an organization but very difficult to run it,” said Bar Takum, SE (Power), who is also president of Nyishi Service Engineering Forum (NSEF). He suggested the members to take the Forum in right direction for the betterment of the society.

“Unless teachers show their sincerity, there is less chances the student will become sincere, he said while maintaining that government pays them monthly salary and they should reciprocate and discharge duties sincerely.

Earlier, NTF general secretary, Likha Togur highlighted the aim and objective of the NTF with its Hq at Ziro.

Observing that some of the headmasters and principals posted in the schools of Nyishi dominated district who belong to other communities use to stay at their district by giving ‘inexperienced’ teacher as the in-charge, Togur said that such kind of arrangement hampers school administration badly as well as education of the student.

He also observed that textbooks meant for the students do not reach school in time and beginning of the session which hampers the academic study of the students. He further informed that govt. had provided computer sets some 3 years back to almost all the secondary and higher secondary schools for the students to learn computer education under Computer Aided Learning Programme (CAL) but these computers are neither installed nor computer teachers posted till date. These computers are becoming obsolete technologically and getting damaged due to natural wears and tears which is waste of Govt. money. Taking note of all these problems and also to promote quality education, the NTF was formed, he said.

ITANAGAR, Aug 2: New Sagalee Tani Hapa FC defeated Lt. Nabam Tayum Sporting Club 2-1 in penalty shot out in the opening match of the Tiger Seven Football Tournament at Sagalee town today.

Nabam Taring and Nabam Pahar scored one goal each for New Sagalee Tani Hapa FC while the lone goal for Lt. Nabam Tayum Sporting Club was scored by Nabam Hari.

The second match was played between Lebia FC and Tana Hari FC in which the latter beat the former by 2-0 goal.

Sanjay Biswakarma scored both the goals for the winning team, informed the organizing committee.

Earlier, addressing the opening ceremony, Assembly Youth Congress, Sagalee, President Nabam Pahi urged the participating teams to play the game in true sportsman spirit. He appreciated the organizing committee under banner of All Arunachal Anti-Corruption Sagalee, unit for organizing such tournament in Sagalee for the first time.

Later, he declared the tournament open by kicking off the ball along with Sagalee ADC Jalash Pertin.

Speaking on the occasion, ADC Pertin suggested the people of Sagalee, especially the youths and elders to keep their surroundings clean and hygienic. He wished best of luck to all the teams.

Organizing Committee Chairman cum President All Arunachal Anti Corruption Sena Sagalee unit Techi Muna highlighted the aims and objective of the tournament. He also informed the general public about various activities carried out by the Sagalee unit of AACS, including its initiative to make LPG cylinder available in Sagalee Township, mass social service at Sagalee town, complaint against non maintenance and poor health facilities at Community Health Centre, Sagalee etc.

 

 

AAPSA holds phonetics training for teachers

ITANAGAR, Aug 2: The All Arunachal Private Schools’ Association (AAPSA) organized a training programme in phonetics for the teachers of private schools of Itanagar area under AAPSA at Don Bosco Youth Centre, Vivek Vihar today.  

The day-long training enabled the participants to learn phonetic symbols and pronunciation skills especially getting used to phonetic transcription and the nuances of pronunciation, diction, accent and intonation.  

The training, inaugurated by Fr. CD Mathai, Parish Priest, Catholic Church, Itanagar, had theoretical and practical sessions on phonetics, voice and accent and other related language skills.  Speaking at the Inaugural Function, Fr. Mathai exhorted the teachers to be “signs and bearers of knowledge and God’s love for children and young people.” He added “Teachers are beacons of hope for students and they should equip themselves with every skill to be leaders in the class room.  He also exhorted the teachers present to be service-minded and not to take teaching as a job, but as a mission.  

Earlier, JNK Public School Principal Shijoi Kurian, who is also the Secretary of AAPSA, called upon the teachers to make best use of the innovative training being made available to them by AAPSA and opined that as all the teachers present are from English medium schools, the training is going to be a boon for them.  

“As we have a mushrooming of private educational institutions all over Arunachal Pradesh which could be a positive sign, it is imperative to find devices to assure quality and AAPSA through such training programmes would like to be on the side of the Government in its efforts to add quality to the mission of education”, said Shijoi.

This is the second such training organized by AAPSA to improve teacher efficiency, especially in the field of speaking and correct pronunciation skills.  

The training was attended by 57 teachers from various AAPSA schools of Itanagar.

 

 

IFCSAP delegation meets Union ministers, submits memo

ITANAGAR, Aug 02: A delegation of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) met Union Minister of Home Affairs Rajnath Singh, Union Minister of Minority Affairs Dr. Najma Heptulla and Secretary to Home Affairs Anil Gowsami in New Delhi yesterday and discussed regarding the status of Scheduled Tribal (ST) and Minority in Arunachal Pradesh, implementation of MsDP scheme and IFCSAP movement for the protection and preservation of the indigenous faith and culture of the Arunachal Pradesh.

They also submitted memorandum to the union ministers demanding not to give double benefits to any person or community in Arunachal Pradesh as giving such benefits will encourage mass conversion to the faiths classified as Minority community which will adversely affect the preservation and promotion of the indigenous faith, culture and traditions of the state.

IFCSAP said that “as per 1978 Freedom of Religions Act of Arunachal Pradesh; only the Deputy Commissioner is authorized to identify the minority population.  Hence, the list of minority blocks and families prepared by a Guwahati based private agency was illegal and improper.

“The Arunachal Pradesh Government should implement the ‘Arunachal Pradesh Freedom of Religion Act’ 1978, which has been passed by the state assembly and approved by President of India, at the earliest so that an authentic list of minorities can be prepared.”

Steps should also be initiated by the State Government to issue minority certificates to the converts of Arunachal Pradesh and let the converted persons surrender their ST certificate at the earliest, demanded IFCSAP.

Claiming that the religion column of various government certificates, application and other application forms has been deleted in various districts, IFCSAP demanded reinsertion of the same column and proper verification so that genuine STs get the benefits.

Besides the issues, there was special discussion with the Home Minister regarding the department of Art & Culture and Tourism for the special attention from the centre government.

The IFCSAP team led by Gichik Taaza, General Secretary was accompanied by Rajya Sabha member Tarun Vijay.
