DASU demands judicial inquiry on Pertin’s death case
ITANAGAR, Aug 2: Dibang Adi Students’ Union (DASU) informed that the decomposed death body of missing person Nong Pertin of Gamgu village (Meka), Lower Dibang Valley was found near Bhismaknagar on July 31 last.
Suspecting the incident as a murder case, the union appealed to the District Administration to initiate stern action against the offender/s and book the culprit/s if any under appropriate section of law.

Drugs abuse awareness programme
ITANAGAR, Aug 2: An awareness programme highlighting the ill effects of use of drugs, consumption of tobaccos and alcohol was organized for the students of class seven to eleven at Good Shephered Public School today.
The resource persons were none other than Senior Medical Officer Dr. Jego Ori of Arunachal State Hospital and All India Mahila Congress General Secretary Jarjum Ete.

FLCC camp organised at tezu
ITANAGA, Aug 02: State Bank of India, Tezu branch in association with local NGO Amik Matai Society organized financial literacy and credit counselling camp (FLCC) at Duraliang village under Tezu block of Lohit District today. About 100 villagers attended the Camp.
Bimalendo Dhar, Chief Manager of SBI, Tezu branch dwelt in length about the various banking schemes available in the branch to enhance rural development through credit and other facilities. He was assisted by N. Kachari, Senior Assistant of the Lead Bank Office, Tezu.

Fogging operation conducted at Deomali
KHONSA, Aug 02: District Health Society Tirap conducted fogging operation at Narrottam Nagar near Deomali town today.
Meanwhile, responding to some public queries, DMO Khonsa Dr K Perme stated that last year on July 27 a case of Japanese encephalitis was detected from Deomali town at National Network of Laboratory AMCH Dibrugarh. The exercise was carried out as a precautionary measure to thwart the Japanese Encephalitis outbreak in the area.
He informed that chemical vector control measures are not a permanent solution; he suggested that personnel protection measures like use of repellents and mosquito nets are more effective. The operation will continue tomorrow at Deomali town and Namsangmukh area.

Blood donation camp by Vivekananda Yuva Shakti
ITANAGAR, Aug 2: In its continuing efforts to save human lives, the Vivekananda Yuva Shakti yet again organized a blood donation camp in association with the church members of Capital Christian Revival Church, Akashdeep, here under the aegis of Blood Transfusion Service of Arunachal Pradesh States Aids Control Society (APSACS).
63 units of blood were collected where female donors outnumbered the male donors. The blood collected has been kept at Blood Bank, Arunachal State Hospital for distribution to needy patients.

More than 42 lakhs looted from RGU’s Vijaya Bank, cashier shot

ITANAGAR, Aug 2: In a broad day light robbery inside the Rajiv Gandhi University campus, Rono Hills, the robbers have reportedly looted Rs 42,15,980 from Vijaya Bank and shot cashier Joydeep Chatterjee today. Injured cashier was immediately shifted to Arunachal Pradesh State Hospital Naharlagun, informed Doimukh police.
It further informed that three/four suspected masked robbers came on motorcycle and got inside the bank when bank staffs were busy in normal business around 11:40 am. They looted the amount and fled from the scene.
Two motorcycle used by robbers were recovered by the police from RGU premise. Both the bikes were stolen from Yupia day before yesterday, according to police.

Dept of Hydro power scripts its own rules, incur huge losses

ITANAGAR, Aug 2: The Department of Hydro Power Development which was created in 2003 with a view to develop, operate micro, mini and small hydro power projects have seemed to terribly failed the state, according to CAG report which was made public recently.
Failure of the Department to conduct proper survey and investigation in respect of 13 hydel projects resulted in an unfruitful expenditure of Rs. 44.32 crore.
Shockingly, the viability of projects was established on hydrological data for one
to two months instead of requisite detailed data for a minimum period of three years.
These projects became non/less operative due to less discharge of water after these
projects commissioned indicating faulty planning due to reliance on insufficient
hydrological data. The government explanation was that due to sudden announcement
of Prime Minister’s economic package in 2008-
On the other hand, the works done through work orders, without ensuring economy and quality of works done, were very high and constituted 32.30 per cent of the total works executed.
During the period of 2008-
Meanwhile, even though turnkey contractors had delayed the completion of 32 projects by 8 to 53 months as of August 2013, the Department did not levy Liquidated Damages amounting to Rs 17.09 crore.
Delay in completion of Halaipani Small Hydroelectric Project due to frequent changes in installed capacity rendered the expenditure of Rs. 109.56 crore (Civil Works – Rs. 74.31 crore and E&M Works – Rs. 35.25 crore) unproductive even after 16 years from the first Administrative Approval for the project. Moreover, the 111 targeted villages were also deprived of the intended benefits of this small hydel project.
The order for supply of E&M equipments valued at Rs 8.99 crore was prematurely placed on the contractor as the civil works at site were not completed. Due to this, the E&M equipment remained idle for 16 years, after which it became unusable due to deterioration, rust, wear and tear resulting in loss of Rs 8.99 crore to the Department. Further the department released interests free Mobilisation Advance (MA) of Rs 52.27 crore to the contractors in nine projects in contravention to the laid down manuals. In spite of allowing interest free MA to contractors, the works were not completed within the scheduled time period and Rs 16.57 cr was yet to be adjusted from the contractors bills as of August 2013. The non adherence to the CPWD provisions, by allowing interest free MA to the contractors had resulted in extension of undue benefit to the contractors in the form of MA amounting to Rs 10.04 cr. The department had also not secured the MA fully as the bank guarantees were either not taken or had lapsed in respect of seven cases. The govt in Nov 2013 stated that MA were paid as per terms and conditions of the agreement and payment of MA has been discontinued in the state.

Pul conducts announced visit, finds expired medicines in Govt dispensary

ITANAGAR, Aug 02: Expired medicines are very often supplied by the health department as was proved right when Health & Family Welfare Minister Kalikho Pul himself found Lox2% (Xylocaine, local anaesthesia with expiry date 11.03.2014 and sterile water for injections IP with expiry date Jun 2013 from Govt Itafort dispensary here during a surprise visit on Thursday last.
He was aghast to see that there was not a single drop of water while the wash basin had no water connection in the entire dispensary having 11 doctors, including four dentists. This was the fourth visit and Pul had found none during his earlier two visits. On third visit, he found only chowkidar and served the notice. He felt that the department should not be pressurized to take action against those indulging in dereliction of duty.
Treating the patients was next to impossible without water for which the patients buy mineral water from the market for their treatment, the doctors informed.
The department supplies hardly few categories of medicines and cotton but no surgical hand globes, disposal syringe and live saving drugs.
Patients to get reprieve join hands to purchase local anaesthesia and haemostat 250/500 mg (used for stopping bleeding) from the market which clearly reflects the poor state of health services in the state.
Doctors use personal BP instrument, widal test regiments kit, haemoglobinometer, blood sugar testing kit etc, which should have been supplied by the department.

Govt committed to rationalize transfer and posting of teachers: Minister
ITANAGAR, Aug 2: In furtherance to the joint coordination meeting held on June 20 last, another coordination meeting of SSA, RMSA, Elementary and School Education with all the DDSEs of the districts was conducted at Banquet Hall here yesterday.
The meeting was convened by Education Minister Tapang Taloh to know the first hand information of the functioning of education department at districts including the status of surplus teachers and shortfall in the respective districts. Parliamentary secretary, education, Bamang Felix, Education Secretary R K Mishra, Director School Education, Director Elementary Education, State Project Director (SSA), DDSEs of 17 districts, state and district level functionaries attended the meeting.
Addressing the participants in the meeting, Education Minister Tapang Talo said that the education department needs good governance by all functionaries especially the DDSEs of the state. He informed the house that the government is committed to rationalize the transfer and posting of all categories of teachers through single window transfer and posting system to be adopted by government after all the schools would be equipped with the sufficient numbers of teachers.
Admitting that his department is facing multiple challenges, the minister, however, hoped that with sustained efforts the good results could be achieved. “Success can only be achieved by making right approach at the right time,” the minister said and expressed hope that by withdrawing the surplus teachers from the districts the problems of education would be substantially reduced.
After giving a patient hearing, the Minister also suggested the ways and means to overcome problems and issues raised by the DDSEs of the districts.
While addressing the meeting the parliamentary secretary (Education) apprised the
house about the zero tolerance policy adopted by the government in the education
sector and called for implementing the policies and programmes of the government
by all the stakeholders of the education department. He also instructed all the DDSEs

The Secretary, in his suggestion to DDSEs asked them to identify an ailing schools and introduce AERO on trial basis.
Director School Education shared the various issues of the secondary including RMSA and higher secondary level with the authority and DDSEs, while, Director Elementary Education has updated the status of text books. He requested the DDSEs to furnish the report & returns and quarterly progress report of MDM scheme in time.
State Project Director, SSA made request to the DDSEs to make fully functional to those Residential Schools which are either defunct or not functioning to its capacity. He further stressed on timely submission of QPR, QMT, Web Portal, procurement plan and authentic seniority list of SSA teachers.
The meeting followed by presentations from DDSEs of respective districts and detailed discussion on physical and financial status of all centrally sponsored schemes i.e., SSA, RMSA, MDM, SBM and Teacher Education was made. Besides, the DDSEs highlighted the issues pertaining to their respective districts including shortage of subject teachers specifically science and maths, non availability of teacher quarters, delay in release of teachers salary, inadequate supporting ministerial staff.
The meeting ended with the resolve that every official of education department is committed to overcome the problem and the state would certainly achieve the desired goals in the near future, according to an official release.

They said that investors are threatening the financial advisors with dire consequences if money that was invested in the company are not repaid to them at the earliest.

BJP flays Cong. Govt. on Statehood Act
ITANAGAR, Aug 2: State Bharatiya Janata Party (BJP) has accused the successive Congress Governments in the state for failing to move the Centre for Constitutional Amendment of Arunachal Pradesh Statehood Act, 1986/87 with provision for special protection for the state.
Arunachal Pradesh attained Statehood along with Mizoram on February 20, 1987 but the latter was protected by Article 371(G) of the Constitution (53rd amendment) Act, 1986 but Arunachal Pradesh was not given the same provision.
Though the State Assembly had passed an amended resolution to urge the Centre to amend Article 371(H) of the Constitution to bring it at par with the provisions of Article 371(A) and 371 (G), the state government had failed to move the Centre to repeal the Article 371 (H) and put Arunachal Pradesh under special category status state under Article 371(A) and 371 (G) of the Constitution till date, BJP said in a release.
Special provisions have been made for the states of Nagaland and Mizoram through Article 371(A) and 371(G) by which no act of Parliament in respect of their religion or social practices, customary law and practices, administration of civil and criminal justice involving decisions according to their customary laws, ownership and transfer of land shall apply to the states unless the legislative assembly of the respective state by a resolution decides so.
It is unfortunate that the Chief Minister misled the State Assembly that the State Government had been sincerely and constantly pursuing the Centre to amend the Constitution and repeal the Art. 371(H) and put Arunachal Pradesh under the ambit of Article 371(A) and 371(G) since the state attained Statehood in 1987, lamented BJP.
“We should not just make rules, pass Bills and Acts but work on them sincerely. We must discard those rules and Acts imposed upon the innocent people of the state which does not suit them,” the party stated.
The party alleged that step motherly treatment was meted out to the people of Arunachal Pradesh by the Congress Government in the state during the enactment of 55th Constitutional Amendment granting Statehood to Arunachal Pradesh in 1986/1987. The Statehood Act was enacted without seeking consensus opinion from the all stockholders or suppressing them undemocratically. The people of the state would have gotten adequate Constitutional safeguards for all round development of the State along with resources management had the then Government carefully considered the wills and aspiration of the people of the State, the party said.
The party also alleged that the ruling Congress Government in the state did not make any effort to repeal the Article 371(H) during the last ten years of UPA Government in the Centre.
Governor of Arunachal Pradesh has been empowered with special responsibility for law and order through article 371(H).

ITANAGAR, Aug 2: Rashtriya Ucchatar Sikshya Abhiyan (RUSA), flagship programme of GoI for higher education, gave momentous recommendations today that would bring a sea change in higher education.

The SHECAP, the decision making body, recommended for establishment of two degree engineering colleges, five more model degree colleges including one for women (as announced by the chief minister in his Budget speech), upgradation of five existing colleges, namely JNC, Pasight, DNGC, Itanagar, IHGGC, Tezu, Govt College, Bomdila and DPGC, Kamki to model degree colleges besides infrastructure development of remaining existing colleges. It further recommended recruitment of faculty members, equity development for students of backward class, like SC and ST, quality improvement for the education system within the 12th plan period.
It may be noted that RUSA will provide Rs 75.68 crore yearly which will include Rs 26 crore each for the establishment of each degree engineering college, Rs 12 crore each for new model degree college and Rs 4 crore each for upgradation of the existing colleges to model degree college status. This proposal will be subjected to approval of Project Approval Board of the RUSA Mission Authority of union HRD ministry.
While the council lauded the chairman and vice chairman for their efforts for speedy implementation of RUSA, the chairman appreciated the hard work of the department for the achievement and hoped that RUSA would cater to the rising demand for higher education in the state through expansion and consolidating.
Expressing his happiness, Dr Begi said that 2014 would go down the history for a turnaround in higher education, being its golden jubilee year. State’s first degree college was set up in 1964.

ROING, Aug 2: Several Arunachalee passengers and visitors were left stranded today
in Tinsukia, Assam for more than 10 hours as they were prevented from leaving the
town by the protestors protesting the attack on a group of Assamese over a boundary
dispute in Assam-
A day earlier, a college student was assaulted by a mob at Chapakhowa in retaliation for the attack. This morning, several passengers leaving for Roing, Tezu and Namsai couldn't book their sumo and bus fare fearing safety of their lives.
Having left stranded in Tinsukia, they were even denied rooms in hotels. Those occupying the rooms were forced to vacate by some student activists, a source informed.
With no roof to cover for themselves, all the stranded passengers and visitors took refuge in a local police station, waiting to be rescued.
Responding to the situation, Tezu MLA Mohesh Chai, informed that the matter was discussed with the state home ministry and the police department. A request was made to take up the issue with the Assam counterpart for safety and security of all Arunachalee people stranded. He also issued helpline numbers for those stranded.
The Idu Mishmi Cultural and Literary Society (IMCLS) members met Roing Deputy Commissioner and Superintendent of Police to discuss on the situation and appealed for ensuring safety and security of all stranded.
Roing legislator Mutchu Mithi informed that vehicles were being arranged to rescue the passengers. Seven vehicles were arranged to ferry around 35 passengers stranded in Tinsukia from different parts of Arunachal from eastern districts, he informed.

Echoing similar concern, Galo Peoples’ Federation, President, Nyadaar Loya said, “even the much new Namsai district is being introduced this Independence Day. Why the state government is meting step motherly treatment to our demand?” “We have been struggling for so long but our begging have all been neglected. So this time, we are compelled to take this bold movement. But it is our humble request to the state government to please fulfill our genuine demand and do not force us to go ahead with our democratic movement,” Loya appealed.
Meanwhile, the Jigo Yego Students Union (JYSU) and Ramle Banggo Students Union (RBSU) have decided to support DDJAC in its democratic movement. IFCSAP delegation meets Union ministers, submits memo
ITANAGAR, Aug 02: A delegation of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) met Union Minister of Home Affairs Rajnath Singh, Union Minister of Minority Affairs Dr. Najma Heptulla and Secretary to Home Affairs Anil Gowsami in New Delhi yesterday and discussed regarding the status of Scheduled Tribal (ST) and Minority in Arunachal Pradesh, implementation of MsDP scheme and IFCSAP movement for the protection and preservation of the indigenous faith and culture of the Arunachal Pradesh.
They also submitted memorandum to the union ministers demanding not to give double benefits to any person or community in Arunachal Pradesh as giving such benefits will encourage mass conversion to the faiths classified as Minority community which will adversely affect the preservation and promotion of the indigenous faith, culture and traditions of the state.
IFCSAP said that “as per 1978 Freedom of Religions Act of Arunachal Pradesh; only the Deputy Commissioner is authorized to identify the minority population. Hence, the list of minority blocks and families prepared by a Guwahati based private agency was illegal and improper.
“The Arunachal Pradesh Government should implement the ‘Arunachal Pradesh Freedom of Religion Act’ 1978, which has been passed by the state assembly and approved by President of India, at the earliest so that an authentic list of minorities can be prepared.”
Steps should also be initiated by the State Government to issue minority certificates to the converts of Arunachal Pradesh and let the converted persons surrender their ST certificate at the earliest, demanded IFCSAP.
Claiming that the religion column of various government certificates, application and other application forms has been deleted in various districts, IFCSAP demanded reinsertion of the same column and proper verification so that genuine STs get the benefits.
Besides the issues, there was special discussion with the Home Minister regarding the department of Art & Culture and Tourism for the special attention from the centre government.
The IFCSAP team led by Gichik Taaza, General Secretary was accompanied by Rajya Sabha member Tarun Vijay.
